Vision
To ensure inclusive, equitable, and high-quality primary education that builds strong foundational skills in literacy, numeracy, and life competencies for all children from Classes 1 to 5, enabling joyful and holistic development.
Key Objectives
-
Ensure universal access and retention of all children in primary schools.

Achieve Foundational Literacy and Numeracy (FLN) by Class 3.
-
Foster holistic development through competency-based, experiential learning.
-
Promote mother tongue/home language as the medium of instruction in early grades.
-
Integrate digital learning, local knowledge, and life skills into the curriculum.
Policy Framework
1. Curriculum and Pedagogy
-
Emphasis on play-based and activity-based learning especially in Classes 1 and 2.
-
Integration of Foundational Literacy and Numeracy Mission (FLN) up to Class 3.
-
Inclusion of art, music, sports, and storytelling as part of everyday learning.
-
Shift from rote memorization to competency-based assessments.
2. Language of Instruction
-
Medium of instruction will be the mother tongue/home language/regional language until at least Grade 3.
-
Introduction of second language (Hindi/English/regional) from Class 3 onwards.
3. Teacher Training and Support
-
Continuous in-service teacher training focused on FLN, inclusive education, digital pedagogy, and classroom management.

Deployment of Teacher Mentors at cluster level for academic support and peer learning.
-
Mandatory use of teacher resource centers and digital platforms for capacity building.
4. Assessment and Evaluation
-
No formal exams up to Class 2; instead, use of formative assessments like observational records and portfolios.

Competency-based report cards aligned with learning outcomes.

Continuous tracking of student progress using a school-level monitoring system.
5. Infrastructure and Learning Environment
-
Ensure safe, inclusive, and joyful classrooms with age-appropriate furniture, clean toilets, and safe drinking water.

Library corners in each classroom with multilingual children’s books.
-
Minimum digital infrastructure like smart TVs or tablets for interactive learning.
6. Inclusive and Equitable Education
-
Special focus on girls, SC/ST, OBC, minorities, and children with disabilities.
-
Provision of free uniforms, textbooks, mid-day meals, and sanitary hygiene kits for girls.
-
School Readiness Programs (bridge courses) for out-of-school and first-generation learners.
7. Community Engagement
-
Strengthen School Management Committees (SMCs) for community participation.
-
Encourage parent-teacher meetings, school events, and community learning festivals.
-
Promote local culture, crafts, and knowledge through curriculum integration.
8. Technology Integration
-
Use of DIKSHA, ePathshala, and local-language learning apps for blended learning.

Encourage ICT-enabled teaching with curated digital content for teachers.
-
Child-friendly EdTech tools aligned with FLN goals.
Monitoring and Evaluation
-
Regular monitoring through Block Resource Centres (BRCs) and Cluster Resource Centres (CRCs).

Use of Performance Grading Index (PGI) and U-DISE+ data to track school performance.

Annual learning outcome survey and third-party evaluations.
Implementation Strategy

Phase-wise implementation with priority to aspirational districts, tribal areas, and rural panchayats.

Convergence with Ministry of Women and Child Development, Health, and Panchayati Raj.

Allocation of increased budget for primary education under Samagra Shiksha.
